Unified Parcel Information System (UPIS) 2007 Survey Results

     Broome County GIS conducted an online survey from May 10 to September 3, 2007. This survey was geared primarily towards users of the Unified Parcel Information System (UPIS). 266 usable surveys were completed and overall, the results were extremely positive. In general, the survey respondents view the UPIS as an important, useful, easy-to-use online service that reflects favorably on Broome County government as a whole.      90% of the respondents rated the overall usefulness of the UPIS as either ‘somewhat’ (23%) or ‘very’ (67%) useful and over 50% access it at least once a week. Nearly 3/4s agree that the UPIS is either ‘somewhat’ (46%) or ‘very’ (28%) easy to use. Over 70% use the UPIS for work purposes (private, public, or non-profit) while 56% also use the UPIS for non-work related activities. With regard to the importance of the UPIS, nearly 70% said that the UPIS was either ‘somewhat’ (42%) or ‘very’ (37%) important to their daily work activities.
     Over 2/3s agreed that the UPIS allows for both quick & efficient information gathering and also for access to more information. Around 40% agreed that the UPIS allows both the avoidance of travel costs & time and also for better decisions to be made. 25% said the UPIS also allows them to avoid printing fees. With regard to time savings, 35% said the UPIS saves them 1 or more hours per week. 29% said time savings was not applicable and 15% were unsure.
     In light of the availability of the UPIS, nearly 70% said their view of Broome County government was either ‘more’ (48%) or ‘much more’ (21%) positive. Further, nearly 3/4s viewed the UPIS as either ‘better’ (45%) or ‘much better’ (29%) than other county online services. With regard to similar government online mapping applications, about 2/3s viewed other applications as either ‘worse’ (47%) or ‘much worse’ (19%) than the UPIS.

     Of respondents who chose to include comments with their survey, again the overwhelmingly response was very positive. A few comments are listed below:

 “I want to let you know that your site is wonderful. My job requires ownership verification on a daily basis. Your site has assisted. It is also far above other count[y] sites that I use...”

 “Keep up the great work. As an engineer this has made my job and life much easier. I used to spend hours gathering the information that is now at my finger tips. Thank you very much.”

 “As a Broome County resident that has done farm appraisal work in 33 counties, I am pleased that Broome County has finally made it easier to work in my home county.”

 “You guys are awesome! Why do the other counties pale in comparison?”

 “I have used mapping sites from Chenango, Delaware, Otsego, Tioga, Onondaga, Cortland, and Ulster counties. The Broome County UPIS is by far the most easy to use with the most information.”

 “Whoever set this up, I thank you. It isn't a question of…saving time any more, it's a question of how greatly enhanced…my access to information [is]. In the real estate industry, this site/functionality is of very high value.”
